Moving and Relocations Overview
The Department of Defence sets the policy in relation to the housing and relocation of ADF members and manages the contractors who provide these services.
Toll Transitions have been appointed to provide Defence families with a total relocation service. Defence Housing Australia (DHA) provides housing for Defence Families and offers support throughout your tenancy.
Toll Transitions will assist with coordinating your relocation requirements including:
- Booking your travel and temporary accommodation
- Arranging your uplift and delivery of household goods and personal effects
- Organising long or short term storage
- Arranging your entitlements and allowances
- Notifying Defence Housing Australia (DHA) of your intention to relocate, so that they can commence your Homefind and vacation process (if applicable).

Defence Housing Australia (DHA) provides housing and related services for Defence members and their families – they will support you and your family throughout your tenancy, from moving in, living in, and moving out of your home.
DHA will help you with finding and securing your future Defence home – using DHA’s web-based system, Online Services. The system allows you to view properties, display your housing entitlements, including Rent Allowance or Living-in Accommodation, arranging all your DHA housing maintenance requirements, Rent Band Choice Accommodation, – this providing you with a range of housing choices to suit your lifestyle. Utilities Connect; a quick, hassle-free way to have your telephone, electricity, internet, and gas services connected and disconnected.
Online Services is DHA’s online system for allocating housing. This system enables service personnel and their families to view houses that are within their housing entitlement. You will be able to view: floor plans; maps of the area, detailing schools, hospitals and other facilities; full property descriptions of the yard, interior fittings flooring and appliance information; local region information (e.g. climate).

I need help working with Toll or DHA
Defence Support Group (DSG) has a dedicated Defence Relocations & Housing Manager (DRHM) based in each DSG Regional Office who will;
- Provide relocation and housing advice to members and their families;
- Maintain customer/provider relationships by participating in regular meetings and discussions with DHA and Toll Transitions managers to resolve issues, identify trends and improvement opportunities;
- Resolve difficulties experienced regarding housing provision, maintenance, allocation itinerary management and removals; and
- Provide advocacy on behalf of members and their families to resolve disputes with DHA or Toll Transitions from the provision of removal and housing services.
At the local level, DRHMs are the primary Defence representative with Defence Housing Australia (DHA) and Toll Transitions. DRHMs are employed to assist military members and their families and to liaise with DHA, Toll Transitions and the Defence Community Organisation in each region to make relocations easier for members and their families.
The ultimate aim of the DRHM is to ensure that members and their families experience high quality customer service as they undergo a removal or change to their housing situation. The DRHM also contributes by ensuring Defence receives the appropriate standard of relocation services by being aware of what is expected of our contractors and what the members and their families are experiencing.

How do I find out my responsibilities are and what we are entitled to?
The type of housing you are entitled to will depend on your rank and your Defence categorisation. The Department of Defence approves the recognition of dependants, and where necessary, may require you to supply appropriate legal documents such as a marriage certificate.
The following categories are used to determine the appropriate level of support a Defence member requires for accommodation and relocation entitlements and allowances.
Member Without Dependants (MWOD)
Generally a single member without dependants.
Member With Dependants (MWD)
A member who maintains a home for dependants and lives in the home with one or more of those dependants. The dependants must be recognised by Defence and may encompass a spouse (married or de-facto), children (under 21) or dependant parents.
Member With Dependants (Unaccompanied) (MWD(U)
A member who maintains a home for dependants and who is separated from those dependants for Service recognised reasons. This category recognises that members with dependants sometimes go on a posting unaccompanied by their dependants.

Do I need to change my driver’s licence each time I move?
The Defence Driving Licence Scheme (DDLS) for Australian Defence Force (ADF) personnel and for eligible members of their families is no longer in place.
Each state in Australia has different regulations. Most states allow you three months to change over from an interstate licence. You will need to check with your local licencing authority for the most up to date instructions.
